Import rules

Under the 1994 Paris Protocol, goods enter via Israeli ports (Ashdod, Haifa) or the Allenby/King Hussein Bridge from Jordan. Shipments require clearance through Israeli-licensed customs agents, compliance with the unified customs envelope, certificates of origin, laboratory analysis certificates, and clearance documentation specifying a PA-registered consignee for VAT/duty clearing.

Import duty on spirits (HS 2208)

Determined by the joint customs union tariff schedule (HS Chapter 2208); basic customs duty rates range from 0% (under bilateral trade agreements) to varying ad valorem rates depending on origin, though high purchase taxes predominate.

Excise and taxes

High specific purchase tax/excise applied per liter of pure alcohol (aligned with the common customs envelope tariff); standard Palestinian Value Added Tax (VAT) is 16%.

Retail and distribution

Private licensed liquor stores, specialty bottle shops, supermarkets, hotels, and licensed restaurants/bars in designated non-dry municipalities (e.g., Ramallah, Bethlehem, Beit Jala, Taybeh, Birzeit); outdoor public drinking is forbidden.

Online sale and delivery

restricted

Labelling

Arabic language text mandatory (supplementary stickers accepted); brand name, beverage category/class, net volume in metric units, alcohol percentage by volume (% ABV), country of origin, name and address of producer and PA-registered importer, and lot/batch code.

Advertising

Banned; the Palestinian Authority prohibits the advertising and public promotion of alcoholic beverages across print, broadcast, and outdoor media.

Legal definitions of spirits

Palestinian Standards Institution (PSI) specifications apply under ICS 67.160.10 (Alcoholic Beverages), including specific standards for fermented products and distilled spirits such as traditional aniseed spirit (Arak).

Dry or restricted areas

The Gaza Strip is under full prohibition enforced by de facto authorities. In the West Bank, conservative municipalities such as Hebron enforce complete local bans on sales and public consumption; sales are heavily restricted in cities like Nablus and Jenin.

Recent changes

  • Severe operational and logistical disruptions at Israeli-controlled sea and land border points following the October 2023 conflict outbreak, causing extensive delays for commercial shipments to the West Bank.
  • Complete breakdown and blockade of commercial imports into the Gaza Strip, halting all commercial beverage movements.
  • Heightened scrutiny and security checks at internal West Bank transit checkpoints, impacting domestic distribution from local producers to regional outlets.

Opportunities for exporters

Commercial potential is restricted to a small niche market concentrated in international hotels, restaurants, and retail stores in Ramallah and Bethlehem. High specific purchase taxes, dual Israeli-Palestinian clearance requirements, and widespread cultural and municipal prohibitions keep import volumes limited.
