Import rules
Strict state monopoly import via Qatar Distribution Company (QDC). Commercial importation by any other entity is illegal. Personal imports by travelers (including purchases at airport duty-free) are strictly banned and seized at customs upon entry under penalty of fines or imprisonment. Shipments require Certificates of Origin, Bills of Lading, detailed commercial packing lists, and clearance via the Al-Nadeeb customs single-window platform.
Import duty on spirits (HS 2208)
100% ad valorem on CIF value for all alcoholic beverages and distilled spirits (HS Chapter 2208).
Excise and taxes
100% excise tax levied on alcohol as 'special goods' under Law No. 25 of 2018 on Excise Tax (administered by the General Tax Authority); 0% standard VAT (VAT not yet implemented in Qatar).
Retail and distribution
Monopoly off-premise sales via Qatar Distribution Company (QDC), which operates the only authorized retail store in Qatar; access is restricted to non-Muslim resident expatriates holding an official alcohol permit based on minimum monthly salary and employer authorization. On-premise sales are permitted exclusively in licensed bars, lounges, and restaurants located within international 4-star and 5-star hotels and private licensed clubs. All alcohol sales and licensed premises close entirely during the month of Ramadan and select religious observances.
Online sale and delivery
Restricted / Banned. Home delivery of alcohol is strictly prohibited. QDC operates an online 'Click & Order' / 'Click & Collect' portal for registered permit holders, but orders must be picked up in person at the authorized facility at an allotted appointment time.
Labelling
Standard international export labeling is accepted by QDC; must clearly show product name/brand, category of spirit, alcoholic strength by volume (% ABV), net volume in metric units, country of origin, and name/address of manufacturer/bottler. Bilingual Arabic labeling is generally not enforced for bonded QDC liquor items, though general food imports follow GCC Standardization Organization (GSO) standards.
Advertising
Prohibited. Direct and indirect advertising, public promotion, commercial marketing, and event sponsorship for alcoholic beverages are completely banned across all print, broadcast, digital, and outdoor media under Qatari commercial, penal, and media laws.
Legal definitions of spirits
Qatar references GCC Standardization Organization (GSO) regional technical regulations for spirit categories (whisky, vodka, rum, gin, brandy) generally establishing minimum 37.5%–40% ABV thresholds, but standalone national statutory standards of identity enforced independently of GSO standards are not confirmed.
Dry or restricted areas
All public spaces, streets, public beaches, and regular commercial areas are strictly dry (public alcohol consumption and public drunkenness are criminal offenses under Articles 270 and 271 of the Penal Code). Alcohol is prohibited in public dining establishments outside licensed international hotels, and specific developments (such as retail areas of The Pearl-Qatar outside licensed hotel premises) enforce strict alcohol bans.
Recent changes
- Ongoing enforcement of the 100% excise tax framework under the General Tax Authority electronic tax filing systems for special purpose goods.
- Digital enhancement and appointment management across QDC's permit application and 'Click & Collect' retail systems.
- Continued enforcement of the complete ban on personal passenger alcohol imports at Hamad International Airport borders.
Opportunities for exporters
Foreign distillers can only enter the Qatari market by securing direct listing and procurement contracts with the state monopoly buyer, Qatar Distribution Company (QDC), which supplies the local expatriate permit system and upscale hotel hospitality sector.
