Import rules
All consignments are processed via Rwanda Electronic Single Window (ReSW) with Pre-Export Verification of Conformity (PVoC) or destination inspection by RSB/FDA. Physical and/or digital excise tax stamps issued by RRA must be affixed to all bottles before release to the retail market. Required import documents include Certificate of Origin, Certificate of Analysis, age/vintage certificate for aged spirits, and health certificates. Importation in sachets or non-approved plastic packaging is strictly prohibited under Rwanda's single-use plastics legislation.
Import duty on spirits (HS 2208)
25% ad valorem on CIF value under the East African Community Common External Tariff (EAC CET) for HS 2208 (plus 1.5% Infrastructure Development Levy and 0.2% African Union Levy)
Excise and taxes
Excise duty: 70% on brandies, liquors, and whisky (calculated on CIF value for imports, or ex-factory selling price excluding VAT for domestic production); standard VAT: 18% (levied on CIF + import duty + excise duty); withholding tax of 5% (reduced to 3% for registered compliant taxpayers); environmental levy of 0.2% on goods packaged in plastic under Law No. 010/2025.
Retail and distribution
Private retail through licensed supermarkets, specialized liquor stores, convenience shops, bars, hotels, and restaurants. The City of Kigali and local district authorities enforce operational hours (e.g., closing hours of 1:00 AM on weekdays and 2:00 AM on weekends for night entertainment establishments, unless granted special extension permits). Strict noise limits and prohibition of minors on premises are enforced.

Labelling
Labels must be in English, French, or Kinyarwanda. Required elements: brand and generic name, net volume, alcohol by volume (% ABV), name and complete physical address of manufacturer/packer/importer, country of origin, lot/batch identification number, storage conditions, mandatory health warnings ('Excessive consumption of alcohol is harmful to your health' / prohibition for minors and pregnant women), and official RRA excise tax stamp.
Advertising
Regulated and restricted under Rwanda FDA promotion guidelines and public health legislation. Direct alcohol advertising to minors is prohibited; advertisements near primary/secondary schools, sports youth grounds, and healthcare facilities are banned. Regulatory authorization is required for alcohol promotions and billboards, and unapproved product ads are subject to immediate removal orders.
Legal definitions of spirits
Rwanda enforces East African Standards (RS EAS): RS EAS 144 (Neutral Spirits: min 96.0% ABV); RS EAS 141 (Whisky: min 40.0% ABV); RS EAS 142 (Vodka: min 37.5% ABV); RS EAS 143 (Brandy: min 38.0% ABV); RS EAS 145 (Gin: min 37.5% ABV); RS EAS 146 (Rum: min 37.5% ABV).
Dry or restricted areas
No dry jurisdictions exist; retail alcohol sales are prohibited within immediate buffer zones of educational institutions and places of worship, and municipal nightlife curfews apply in urban centers.
Recent changes
- In August 2026, Rwanda FDA shut down 101 alcohol manufacturing sites and revoked production licenses of 8 major local distilleries due to illicit spirit adulteration, safety violations, and public health incidents.
- The Ministry of Health initiated the nationwide 'Tunywe Less' ('Drink Less') public health campaign to curtail harmful alcohol abuse and non-communicable diseases.
- Rwanda operationalized Law No. 010/2025 introducing a 0.2% customs-value environmental levy on imported goods packaged in plastic.
- Enforcement of municipal operating curfews (1:00 AM weekdays / 2:00 AM weekends) and strict zero-tolerance inspections for underage drinking and drink-driving by Rwanda National Police.
Opportunities for exporters
Strong regulatory enforcement against non-compliant local spirit manufacturers is shifting consumer demand toward authentic, certified premium international spirits brands. Rwanda's growing MICE sector, high-end hospitality industry, and stable investment climate offer attractive opportunities for international distillers.
