Import rules

Imported spirits require physical excise tax stamps applied prior to domestic distribution. Importers must hold customs registration, produce certificates of origin and analysis, declare shipments electronically via the customs portal, and comply with mandatory sanitary/phytosanitary inspections at border crossing points.

Import duty on spirits (HS 2208)

Spirits under HS 2208 are subject to ad valorem customs duties generally ranging between 10% and 15% ad valorem under Tajikistan's national customs tariff schedule.

Excise and taxes

Excise tax is levied on excisable alcohol products based on specific rates per liter of pure alcohol (rates set under Tax Code and Government Decrees, e.g. Resolution No. 302). Value Added Tax (VAT) applies at a standard statutory rate of 14% (reduced from 15% under the phased Tax Code reform for non-cash transactions through 2026).

Retail and distribution

Private retail stores, supermarkets, licensed restaurants, bars, and catering venues may sell alcoholic beverages. Sales are prohibited in and near educational, healthcare, and religious facilities, sports centers, and to persons under 18 years of age.

Online sale and delivery

restricted

Labelling

Labels must be in Tajik and Russian. Mandatory information includes product name, category/type, manufacturer details and country of origin, alcoholic strength (% ABV), bottle volume (liters/cl), ingredients/sugar content where applicable, date of production/bottling, batch/lot number, storage conditions, compliance marks, and health warnings on the harms of alcohol abuse. Excise strip stamps must be affixed.

Advertising

Significantly restricted under the Law 'On Advertising' and alcohol control regulations. Direct and outdoor alcohol advertising in public areas, on public transport, in youth-oriented spaces, and around schools or religious sites is prohibited; broadcast commercials are heavily restricted or banned, and event sponsorship using alcohol trademarks is restricted.

Legal definitions of spirits

Interstate GOST standards and national technical regulations apply for vodka, brandy/cognac, whisky, and neutral spirit (rectified ethyl alcohol), typically defining standard vodka at 40.0% ABV minimum and spirits within traditional 37.5%–40% ABV parameters.

Dry or restricted areas

No nationwide prohibition exists, but local self-governing rural communities (jamoats) occasionally observe voluntary informal alcohol bans; sale and public consumption are prohibited near educational, child, medical, and religious institutions.

Recent changes

  • Implementation of phased Tax Code VAT reduction down to 14% for non-cash transactions from 2024 through 2026.
  • Expanded digital customs manifest processing and stricter border enforcement against illicit and uncertified imports of excisable beverages.

Opportunities for exporters

Urban retail and hospitality channels in Dushanbe show steady demand for premium imported spirits (whisky, cognac, and vodka), where foreign brands face manageable tariffs and minimal domestic competition in high-end tiers.
