Import rules
Imports must be cleared by a licensed importer of record. Shipments require commercial invoice, packing list, bill of lading, certificate of origin, and certificate of analysis. Prior clearance/permit from police CID and customs is required for each alcoholic beverage consignment. Cross-border movement through the dry emirate of Sharjah requires adherence to inter-emirate transit protocols.

50% CIF
Excise and taxes
Alcoholic beverages are not subject to the UAE Federal Excise Tax (which covers tobacco, energy drinks, and sweetened drinks). Standard UAE Value Added Tax (VAT) of 5% applies. Umm Al Quwain does not levy an additional emirate-level municipal retail sales tax on alcohol (unlike the former 30% tax previously levied in Dubai).
Retail and distribution
Sold off-premise through licensed specialty liquor warehouses/retail stores (most notably Barracuda at Barracuda Beach Resort) and on-premise at licensed hotels, resorts, and affiliated restaurants/bars. Alcohol sales are strictly prohibited in standard supermarkets, convenience stores, and grocery shops.
Online sale and delivery
restricted
Labelling
Must comply with UAE.S/GSO standards (including GSO 9 and alcohol product standards). Mandatory information includes product brand name, category of spirit, net volume in metric units, country of origin, alcohol by volume (% ABV), manufacturer/importer name, lot/batch number, and age/maturation period (if stated, referencing the youngest component). Labels must be in Arabic and/or English. Health warnings and restrictions on consumption by minors/Muslims apply.
Advertising
Banned. Alcohol advertising, public promotion, billboards, and mass-media sponsorship are strictly prohibited across all UAE public media and outdoor spaces under federal and local media laws. Product display and promotions are limited strictly to point-of-sale areas inside licensed retail venues and on-premise hospitality establishments.
Legal definitions of spirits
Conforms to Gulf Standardization Organization (GSO) standards and recognized international frameworks (such as EU/Codex standards applied in the UAE). Alcoholic beverages must have a minimum alcoholic strength of 0.5% ABV. Spirits must be produced strictly from ethyl alcohol of agricultural origin; spirits categories (whisky, gin, vodka, rum, brandy) generally require a minimum alcohol content of 37.5% to 40% ABV depending on standard specifications; synthetic alcohols and methanol are strictly prohibited.
Dry or restricted areas
All public outdoor areas (parks, public beaches, roads, standard commercial streets) are completely dry; public drinking and public drunkenness are strictly illegal. Umm Al Quwain borders the Emirate of Sharjah, which enforces complete alcohol prohibition.
Recent changes
- Continued enforcement of federal penal code reforms decriminalizing alcohol possession and consumption without a personal permit for non-Muslim adults aged 21 and above, reinforcing Umm Al Quwain's permit-free retail shopping model.
- Dubai extended its suspension of the 30% municipal alcohol tax into 2025–2026, narrowing the historic retail price gap between Dubai and Umm Al Quwain destination retail stores (e.g., Barracuda), though UAQ remains an off-license hub with no local retail surcharges.
- Nationwide rollout and compliance enforcement under the UAE Corporate Tax regime (9%) affecting alcohol distribution and retail businesses across the emirates.
- Updates to the UAE National Single Window and digital customs clearance streamlining cross-border import documentation and conformity certification via MoIAT.
Opportunities for exporters
Umm Al Quwain is a high-volume regional hub for international spirits because its destination off-license warehouses sell to expatriates and tourists from across the Northern Emirates without local retail municipality surcharges. Exporters of globally recognized whisky, vodka, rum, and competitive value-tier spirits will find strong demand through established retail and resort concessionaires.
